Changed the encoding in the way it was done at the original site.

I wanted to ask you about my site once again.
You see I added more japanese text there. I still didnt get the thing with
encoding. In fact it is displayed correctly but i have to choose the correct
encoding (in my case, utf-8) every time.
So I came to think that I need to convert japanese characters to something like
"&#xxxxx". is it ASCII? i think this way the browser will
interpret the characters correctly. the question is how to do it.
