I use Photoshop for vectoring... It's the only program of its kind that I have.
I think you should learn how to use 'curves' for vectoring, they're a bitch, but you get used to them... sooner or later
Search for vectoring tutorials here: www.deviantart.com. Search for 'anime vector tutorial'. They're easier!
