To submit a picture, click "Control Panel" on the left side of your
screen, scroll down towards the bottom and there are three icons. Pick whichever
icon fits your picture type and click it. Then after that its just a matter of
picking which category it fits into and writing a description.

Heehee, that's a little secret but you can try out different tools in Photoshop
and you will find out ^^
For this effect though, you can also use programs like Corel Painter that are
better for a technique like that.
