I tried to make the shading of the hair a bit darker, but it seemed to me that it looked a little better this way. I guess it's like this because I was afraid they wouldn't look too good since I had to make them myself and I wasn't sure if they look ok...

To make the lines smoother overall, make the outline at double the scan's size, and then shrink it down again (Image Size>Bicubic Smoother in dropdown box).

To make a scan darker. Go to Image>Adjustments>Auto Levels to make the scan darker and leveled. If you wish to make the colors more vibrant, go to Hue/Saturation in the same bar to make the colors sharper, very good for washed out scans. Hope this advice helps you on your next vector. =3

I use photoshop elements, some things you told me to do... well, I cant do them because I dont have the tools xD photoshop elements is quite old xD
