Yeah, you can submit a wallpaper that's vectored as long as there aren't too many brushes overwriting the essential vector... After all we are a group tribute to the art of clean vector work, ne?

will the bg is nothing but a combination of many brushes ( many of them are galaxy & stars brushes) use each brush on a different layer, just change their blending & also use gradient tool over them & remember to choose different colors on each brush & for the gradient tool as well.
by doing this you will get pretty results
