Before you resize the scan, hit it with either the Gaussian Blur filter (Radius: 1.0px) or the Smart Blur filter (Radius: 1.0, Threshold: 15.0-25.0). If the dots are particularly prominent, try the Minimum filter (Radius: 1px). Just keep in mind that the Minimum filter will slightly darken your scan as well. After you've done that, resize your scan (check bicubic). You may have to do this a couple times before it looks right.

The key is to scan BIG, make good use of the blur filters, and resize (for additional sharpening). The results will be a little grainy but at least it'll get rid of those horrid dots.

If in the process you have trouble keeping the image sharp, another thing to try is to create a duplicate layer (Optional: and set it to "Multiply".) Hit that layer with the filters and play with its opacity until you get the results you want.

What have you been up to lately? I'm busy with work as usual, and I finally got a letter back from Japan! My friend and I are going this May!.....OH I CANT WAIT! Now we have to make arrangments, and figure out our plane tickets. Another exciting thing is our costumes (for coseplay) came in today! I remember you asking what character we were playing for Trinity Blood. I'm going as Esther and Brandon is going as Dietrich. I'm pretty excited.
