what you mean when you say "extracted", but this image could
definitely use some clean-up work. The areas around her face and hair look
blurry and indistinct, almost like this was a smaller sized image that was
enlarged. The yellow cording in her hat looks as if it were filled with
compression artifacts. The image is cute but needs a lot of TLC in order to be
useful for a good quality wallpaper. This particular image would make a good
canidate for vectoring.

By extracted I mean that I copied it directly from the game, so this is the
highest quality possible with the current software I am using, I am still
searching for a better software though, the only modification I do to some
images is cropping them to decrease their file size if there is plenty of empty
regions around the character.

experience that when dealing with scans for wallpaper making, the term
"extracted" usually means selecting a specific part (most likely a
person or character) of an image and then essentially deleting everything else.
