I can't say anything about the anime, tho from what preivews I've

I don't think it can do vectoring. but if it has a pen tool like Photoshop, then
you can try looking at vectoring tutorials for Photoshop. Try searching in the
Art forum, and if you can't find it, start a thread and ask around. I haven't
really been looking for Photoshop tutorials 'cause I don't have photoshop...

well, i mess around a lot. i go on deviantart.com and look for tutorials. i also
use imanimetions.net for tutorials, that's where you'll find a lot of the
effects i use; and most of my brushes come from the free downloads section at
angelic-trust.net. don't be afraid to ask how to do something! and don't be
afraid of messing something up and having to start again, otherwise how will you
learn? just save your work often and use ctrl+z.
