Umm well, the wallpapers must be your own
creation (not something you found)
As for scans - they can come from any source and where possible, in the comment
box, you should state where you got it from and give credit e.g. scanned by
yourself, not your scan or found at this site <insert link to site> etc.
If you are submitting a scan from another site then be sure to read the site's
policy. Some sites don't want the images from their site to be shared with other
sites.

Erm, at the top left click into 'submit gallery item' and then follow the
instructions e.g. you'll have to select the categories depending on what type of
gallery item you will be submitting, enter a title, enter a description etc.
Just experiment cos you an delete the submission if it goes wrong anyway

No you don't need any html code to submit
a gallery item.
If you're talking about Customizing your
Userpage, you will need to insert a html
code which is:
<img src="INSERT LINK TO IMAGE">
So for example: <img
src="http://www.blah.com/image/splash.jpg">
