Well, it's not really a game, but rather a homebrew application. It's called Colors!. Check out the website, it has everything you need to know and the gallery is kickass and full of great artists.

anyways, the app itself is really simple, but it does have pressure sensitivity.
If you're looking for something more similar to Photoshop with lots of features, though, maybe you should try Phidias. Should be easy enough to find on google.

Either way, you'll need a flashcart of some sort. R4 is the most popular, and there's some other ones, but I prefer CycloDS myself, which is easier to find anyway (but more expensive...)
